To the question, 'Stands Scotland where she did?', Mr Woodburn said the answer today was definitely "No – Scotland has certainly got a move on." Lord Provost Andrew Murray, who presided, welcomed representatives of other local authorities and professional and business interests, who had been invited to hear the Secretary of State give his second annual review. He spoke of their interest in problems, many of which were similar in substance, although ideas as to their solution might vary in their views and outlook. Recalling Mr Woodburn's exacting year, the Lord Provost said he had not spared himself and he had not been allowed to spare himself.
